Principals

Edward J. Burke, P.E. CxA, LEED BD+C
President
One of the first employees hired by Kovacs, Whitney & Associates, Inc., Mr. Burke has been actively engaged in the design of telecommunications facilities, hospitals, and a broad range of commercial and office buildings since graduation from the University of Maryland with a BSE in Mechanical engineering since 1983. He is registered in Maryland, the District of Columbia, Virginia and Delaware.

Robert A. Windham, P.E.
Vice President
Mr. Windham has been a full time employee of KWA since he graduated from Virginia Tech in 1995 with a BSE in Mechanical Engineering. He earned a Master’s of Science in Technical Management in 2003 from the Johns Hopkins University. His over twenty five years of experience includes design experience in institutional, telecommunications, laboratories, commercial office buildings, and healthcare. He is registered in the state of Maryland.

Stephen L. Jones, P.E.
Secretary
Mr. Jones began his career over 30 years ago at Kovacs, Whitney and Associates as a draftsman and worked his way up to lead and project engineer. He attended night school at Johns Hopkins University while working at KWA and graduated with a BSE in Mechanical Engineering in 1996. He provides experience in HVAC and plumbing systems design of institutional, laboratory, commercial office and aquarium facilities. He is a registered engineer in the state of Maryland.
Mechanical Engineering Team

Michael D. Ettinger
Senior Mechanical Designer
Mr. Ettinger started his KWA journey in 1987 as a drafting technician where he then progressed to his current position as Senior Mechanical Designer. He brings over thirty years of experience to the team and performs the required engineering calculations, code conformance, and project-related field surveys.

Lee Anne Vigilia, EIT
Mechanical Engineer
Ms. Vigilia joined KWA in 2022 after earning a Bachelor’s of Science in Engineering Physics with a concentration in Mechanical Engineering from Fordham University. She is also the Secretary for Filipino-American Association of Engineers and holds certifications as a LEED Green Associate and ASSE 6060 Medical Gas Systems Designer.

Matthew C. Robinson, EIT
Mechanical Engineer
Mr. Robinson has worked for KWA starting in 2022, holds a Bachelor’s Degree in Mechanical Engineering from the University of Maryland, and is an ASHRAE Member. He is experienced in mechanical and plumbing design for all our projects.
Electrical Engineering Team

Ronald S. Gonzales, P.E., LEED BD+C, CDCS
Senior Electrical Engineer
Mr. Gonzales joined KWA in 2014, graduated from Adamson University in 1995 with a BSE in Electrical Engineering, and is a LEED accredited professional. He brings over twenty-five years of experience in the design of lighting, power distribution, telecommunication, access, security, A/V, CCTV, and fire alarm systems.

Robert L. Biddinger
Senior Electrical Designer
Mr. Biddinger started at KWA in 1988 and brings more than 25 years of experience in the design of a broad range of facilities, both new and renovation. He is fully familiar with all applicable codes and requirements in electrical design.

Kevin J. Carroll
Graduate Electrical Engineer
Mr. Carroll has worked for KWA since 2019 and brings over 6 years of experience in facility design for both new and renovations. He received his Bachelor’s of Science in Electrical and Computer Engineering from Loyola University and is fully familiar with applicable codes and requirements for fire alarm systems and specialized lighting.

Michael T. Holland
Graduate Electrical Engineer
Mr. Holland joined KWA in 2022 and graduated from Morgan State University with a Bachelor’s of Science in Electrical Engineering. His experience includes electrical field surveys, design, testing, and reporting work.

Brandon J. Vaalburg
Graduate Electrical Engineer
Mr. Vaalburg joined the team in 2024 after receiving his Bachelors of Science in Electrical Engineering from Temple University. He specializes in lighting control systems including panel scheduling and electrical connections.
