About Us

Kovacs, Whitney & Associates, Inc. (KWA) has been serving the Mid-Atlantic area community since 1984 providing engineering consulting services to a broad base of repeat government and private clients. These services have either been provided as a direct service to owner, as part of an architectural design team, or as part of a design build team.

KWA has concentrated in select areas where it has outstanding experience, rather than purport to be “all things to all people.” The Firm has been involved in Design-Bid, Design-Build, and Guaranteed Maximum Price/Construction Management projects. This focus has proved beneficial to both the firm and its clients as indicated by the fact that well over 90% of its business is with repeat clients.

Company Overview

Kovacs, Whitney & Associates, Inc. (KWA) was established and incorporated in June 1984 as an engineering consulting firm located in Locust Point, Baltimore, Maryland. More than one third of KWA’s staff are Professional Engineers registered in most of the Mid-Atlantic States in addition to licensed LEED specialists and Commissioning Agents.

Principals

Edward J. Burke, P.E. CxA, LEED BD+C

President
One of the first employees hired by Kovacs, Whitney & Associates, Inc., Mr. Burke has been actively engaged in the design of telecommunications facilities, hospitals, and a broad range of commercial and office buildings since graduation from the University of Maryland with a BSE in Mechanical engineering since 1983. He is registered in Maryland, the District of Columbia, Virginia and Delaware.

Robert A. Windham, P.E.

Vice President
Mr. Windham has been a full time employee of KWA since he graduated from Virginia Tech in 1995 with a BSE in Mechanical Engineering. He earned a Master’s of Science in Technical Management in 2003 from the Johns Hopkins University. His over twenty five years of experience includes design experience in institutional, telecommunications, laboratories, commercial office buildings, and healthcare. He is registered in the state of Maryland.

Stephen L. Jones, P.E.

Secretary
Mr. Jones began his career over 30 years ago at Kovacs, Whitney and Associates as a draftsman and worked his way up to lead and project engineer. He attended night school at Johns Hopkins University while working at KWA and graduated with a BSE in Mechanical Engineering in 1996. He provides experience in HVAC and plumbing systems design of institutional, laboratory, commercial office and aquarium facilities. He is a registered engineer in the state of Maryland.

Jacob J. Kovacs, Jr. P.E.

Cofounder
One of the founding principals in the firm, Mr. Kovacs graduated from Johns Hopkins University with a BSE in Mechanical Engineering in 1968 and has more than fifty years’ experience in the design of a broad range of institutional and healthcare related facilities.

William B. Whitney, IV, P.E. CxA

Cofounder
Along with Mr. Jacob Kovacs, Jr., Mr. Whitney co-founded KWA and has been designing healthcare, telecommunications, institutional, and aquarium facilities for almost 40 years. In addition, he is a certified commissioning authority. He graduated from Princeton University with a BSE in mechanical engineering in 1976 and received a Master of Science in Engineering from the University of Pennsylvania in 1977.
